It all began on June 16th 2009, when the Provost of the University of Massachusetts Lowell (UML), Professor Ahmed Abdelal visited Shenkar College. He was accompanied by the Dean of Sciences Professor Robert Tamarin, the Interim Dean of the Graduate School of Education, Professor Anita Greenwood, Professor Steve McCarthy of the Plastics Engineering Department and Professor Susan Braunhut of the Department of Biological Sciences.

The purpose of the visit was to review the ongoing joint program between the Plastics Engineering Departments of the two institutions. It was proposed and agreed that an “International Program of Graduate Studies in Plastics Engineering” be established. Students from both Lowell and Shenkar's Master of Science (M.Sc) programs will be able to attend classes and conduct their research in both UML and Shenkar toward their graduate certificate. A final curriculum will be submitted in the near future for the approval of both institutions.
Shenkar’s President Professor Amotz Weinberg, Professor Sam Kenig and Professor Hanna Dodiuk attended the meeting which opened with a brief review of the history of UML and Shenkar explaining that both their polymer studies started out as textile technology and evolved into Plastics Engineering Departments. The Plastics Engineering Department in UML is the only accredited department in the United States, the same way that the Plastics Engineering Department in Shenkar is the only accredited program in Israel.
The close, long-standing cooperation between UML and Shenkar originally began thanks to the initiative and support of Life Chancellor of Shenkar College, Mr. David Pernick.

From Shenkar to India
Due to the initiative of the wife of the Israeli ambassador to India, Mrs. Sara Sofer, Shenkar is on the verge of signing an academic cooperation agreement with the National Institute of Fashion Technology, an academic institution which grants master degrees in fashion design and textile design. The Institute has emerged as the premier institution in design, management and technology - developing professionals for taking up leadership positions in the emerging global scenario of the fashion business.
President of Shenkar, Professor Amotz Weinberg noted that "there is no doubt that the textile industry has moved to India and if we wish to keep textile design in Israel and production in the Far East, India is an important station for the relevant Israeli industries."
